All the notes that you make for videos are saved locally on your computer's browser and not sent anywhere else.

Is it really free?

Yes, it is completely free to use.

Why I don't see my notes for a video which I made and was saved?

Make sure you are using the same browser on which you created the notes previously. 

If you create a note for a video, let's say on Firefox browser, 

then that notes will NOT be available on the other browsers when you load the same video.
